SydneyStates claim ocean protection; many parks exist only on paper.

States can meet the 30x30 target by designating areas on maps; without enforcement those parks leave fishing and extraction unchanged.

With 2030 approaching, no binding audit mechanism exists to distinguish real protection from paper designation.
