TokyoChina’s coast guard says it is “exercising jurisdiction” inside Japan’s exclusive economic zone.
The phrase converts a routine patrol into a sovereignty claim, the same incremental language China has used to harden disputed claims elsewhere.
Tokyo must now decide whether to formally contest the framing or let it stand.
