LaayouneQazi now leads MINURSO, the UN’s Sahara referendum mission.

The mission’s own name promises a referendum on Western Sahara that has never been held.

Morocco and the Polisario Front still dispute who counts as a Sahrawi voter, freezing the 1991 deal.

Qazi inherits a stalemate written in New York, Rabat and Paris.
