KyivBritain will let MBDA share SCALP missile component data with France and Ukraine.
That moves Kyiv from receiving finished missiles to co-producing them, ending London’s per-transfer veto.
Weapons transfers are reversible, but a missile assembly line inside a war zone is not — and becomes a target itself.
MBDA’s shareholder governments must now decide how to police usage without that veto.
