DoualaPatria has shuttled between four ports since March.

Sanctions only work if port states choose to inspect the ships that arrive.

Barred from Western harbors, the sanctioned carrier loiters off Cameroon, Gabon and Nigeria with no declared cargo.

None of the three governments has said whether it plans to inspect the vessel.
