Senate Recounts Duterte Threshold

ManilaThe Senate voted 13-1 to scrap the automatic 16-vote conviction bar.

Vice President Sara Duterte can now be convicted on fewer votes if senators are absent.

Two-thirds now counts only senators legally and factually able to participate on verdict day.

“The threshold was not lowered, two-thirds remains two-thirds,” said Gerville Luistro, lead public prosecutor.

Senate President Sherwin Gatchalian says the defense case still comes before any verdict.
