The White House is drawing on the $2 billion Medicare Improvement Fund, which Congress created in 2008 and which it says was never used.

Medicaid-covered enrollees and those paying an income-related surcharge are excluded, the White House said.

Trump also promises $5,000 dividends to every American adult if Republicans keep Congress.
