China listed its 100th central state enterprise: a data operator.

It ranks 28th, ahead of China Electronics, which one analysis reads as data outranking hardware.

The data administration writes the rules, while the group, owned by the State Council, Xiong’an, carriers and grids, runs operations.

Most of the 100-plus provincial data groups already show revenue growth without profit growth, the analysis finds.

Policy directs it to sell processed data services, not raw data, into a market that barely trades.
