Qatari mediators passed the letter Sunday, proposing talks with Vance leading and Iran’s nuclear programme on the table, officials said.

“A more credible messenger alone cannot bridge a chasm of substantive disagreements,” said Ali Vaez, International Crisis Group.

Rezaei is expected to answer Thursday, and talks could start next week in Qatar or Turkey.
