JohannesburgStatistics South Africa recorded 9.4 million hungry people in 2025.
The plan meant to feed South Africa lapsed in 2023, and its replacement has no budget.
The old plan was unfunded and its coordinating council never met, said Maverick Citizen managing editor Zukiswa Pikoli, who calls the draft uncosted.
The draft gives municipalities a mandate and sets targets for 2029, 2033 and 2037, researcher Hettie Schönfeldt said.
Public consultations continue in every province, while the Food Security Bill, tabled in 2001, remains unapproved.
