About 40 people are held in the basement while hundreds of protesters gather outside, Ukrainian media reported.
A medical worker said many showed injuries consistent with torture, and guards let medics take out only four men.
Commander Alexander Pivnenko said those four were servicemen detained for leaving their units, and special forces have reached the site.
