The city signed up to R5 billion in wage commitments.

Finance Minister Enoch Godongwana said Johannesburg owed creditors R25.2 billion against R3.9 billion in cash in 2024/25.

The addendum speeds a R10.3 billion settlement for 35,000 municipal workers, and the city has not said where funds come from.

Johannesburg Crisis Alliance coordinator Yunus Chamda said, “Workers have a right to receive what is lawfully due to them.”

Godongwana told the city in April to halt the salary agreement, and it is unclear whether he withdrew that.
