The contract has drifted down from 28% on 31 July to 17% on 28 August, with nothing in the news around it about Rubio. What moved was the venue: the Ninth Circuit ruled on 28 August that a CFTC licence does not pre-empt Nevada gambling law, and Connecticut sued Kalshi the day before.
