The strait's traffic sits between two crises on its own shores and at the far end of its trade. More than 72,000 people crossed into Ceuta, the Spanish enclave on the Moroccan side, in July, and Morocco deported over 4,000 more from Tangier in 20 days, drawing protests in Spain and pushing Madrid to question Rabat's border control.
