GazaIsrael has killed 1,257 Palestinians since the ceasefire, the health ministry says.
Hamas says it will disarm as the phased plan requires.
Israel says it never agreed to that disarmament stage.
The Board of Peace must referee the dispute, though it has no enforcement power.
