LondonVincent Brown faces Britain’s first Rwanda genocide charges.

It tests whether Britain will prosecute atrocity crimes committed abroad, not just harbor suspects.

UK courts refused to extradite Brown to Rwanda in 2017, and police then investigated him for seven years.

“This case demonstrates the UK is not a safe haven for war criminals,” said Commander Helen Flanagan, counterterror police.

Brown appears at Westminster Magistrates’ Court Tuesday as police probe other Rwandan suspects in Britain.
