Secretary of State Marco Rubio still announced visa restrictions on unnamed South Africans on 15 September.

Ambassador Brent Bozell acknowledged the refugee and expropriation demands were addressed, presidential adviser Alistair Ruiters said.

Rubio said Pretoria had not adequately addressed the concerns behind the five demands.

Ruiters says Ramaphosa’s 12 September letter to Trump remains unanswered, and Bozell has threatened more sanctions.
