AbujaNNPC picked two Chinese firms after screening 50 bidders.
Nigeria still imports fuel despite billions spent repairing state refineries, now leaning on China.
Sanjiang Chemical and Xinganchen signed an MOU for a technical equity partnership, not yet finalized, to revive Port Harcourt and Warri refineries.
“We need a partner that has a genuine stake in the success and sustainability of the refinery,” Ojulari said.
NNPC has not yet signed a final agreement, and Ojulari said other bidders were rejected for seeking equity or control instead.
