Martin Jaeger told lawmakers Germany risks being drawn into violent conflict with Russia.
He cited an explosives-laden drone at Leipzig airport in August, though Moscow denies waging any hybrid campaign.
Jaeger said his service sees “no indication” of a major Russian attack on a NATO member.
He warned that low-level Russian military activity could occur in the Baltic states.
