Estonia’s X-Road links departmental systems through one data exchange, and the Presidency plans 3 phases over 24 months.
“It’s not just a cut-and-paste because environments are different,” said Communications Minister Solly Malatsi.
Phase 2, at months 6-12, decides which datasets, biometrics included, must stay on state-owned infrastructure.
