Honduras has moved from failing to protect Garífuna land to accusing their leaders of organized crime.

A 2015 Inter-American Court ruling ordered titling and removal of outsiders, but 11 officials sent to enforce it said traffickers outnumbered them.

Honduras has not enforced the ruling in Punta Piedra or 3 other Garífuna communities.
