OlivaPego took 632 mm of rain in 36 hours, Spain’s weather agency said.
Storm Adam has killed 3 people and left 87,000 still ordered to shelter in place.
Rivers burst their banks across Spain’s Mediterranean coast, and helicopters winched people off rooftops in towns military vehicles could not reach.
“They have to stay on top of tables and furniture to avoid getting wet,” said Oliva deputy mayor Salvador Llopis.
The weather agency expects the storm to shift to Barcelona and Girona, where over 100 mm could fall in 12 hours.
