The Greek-managed ship carried hazardous cargo, including lithium-ion batteries, from Haifa to Constanța, and navy samples found no pollution.
Russia has not claimed the attacks, and Prime Minister Rumen Radev said “we cannot prove it.”
Bulgaria, Romania and Turkey agreed to share more intelligence, but none has named who launched the drones.
